John Cooke
International Financial Services London
John Cooke is an international economic relations consultant specialising in financial services. He is Chairman of the Liberalisation of Trade in Services (LOTIS) Committee at International Financial Services London (IFSL) and Chairman of the Financial Leaders Working Group Insurance Evaluation Team (a team within the EU/US/Canada/Japan Financial Leaders Group, which offers private sector views on financial services liberalisation). He is a contributor to conferences and seminars on international trade policy and trade in services. He is a member of the Editorial Board of “International Trade Law Reports”, and has published articles on international services liberalisation and regulatory issues.
From 1997 to 2003 he was Head of International Relations at the Association of British Insurers. He represented the Association towards the European Commission, the WTO, the International Association of Insurance Supervisors and overseas governments and regulators, with responsibility for UK insurance industry participation in preparations for negotiating the WTO Financial Services Agreement 1997 and the current WTO Doha Development Round. He also acted as an adviser to the UK insurance industry at the OECD Insurance Committee.
His earlier career (1966-97) was with the Department of Trade and Industry (DTI) where he specialised in international trade policy and also in prudential and economic regulation. Most recently he was Adviser on Trade Policy; Chairman of the OECD Trade Committee; and Leader of the UK Delegation, and a Conference Vice-President, at the Ninth UN Conference on Trade and Development (UNCTAD).
