Robert Litan
Brookings Institution
Robert Litan is the VP for research and policy at Kauffman Foundation, and senior fellow in economic studies at Brookings. Dr. Litan was co-founder co-director of the AEI-Brookings Joint Center on Regulatory Studies and currently serves as an adviser to the AEI Center for Regulatory Studies, its successor. He has written extensively on a wide variety of regulatory and financial topics, including insurance regulation. Two of his books were co-authored with fellow panelist Peter Wallison and both have long served on the Shadow Financial Regulatory Committee. Litan was the principal drafter of the Financial Services Roundtable's report on insurance and mega-catastrophes. Litan’s paper will examine the six-decade long antitrust exemption for insurers under the McCarran-Ferguson Act, and assess whether it should be modified, and if so, how.
