Hal Scott
Harvard University

Hal S. Scott is the Nomura Professor of International Financial Systems at Harvard Law School. He has written over 70 articles on all aspects of financial regulation, specifically banking and insurance regulation as well as international financial transactions. Prof. Scott holds a J.D. from the University of Chicago, a MA from Stanford and a B.A. from Princeton. He has been on the faculty at Harvard since 1975 and has been the director of Harvard’s Program on International Financial Systems since 1986.

Professor Scott will be working with Professor Grace on the intellectual rational for federal chartering as well as some detail on the practical problems involved in undertaking federal regulation in the United States.
