Harold Skipper
Georgia State University

Harold D. Skipper is Professor Emeritus of Risk Management and Insurance with Georgia State University. His non-academic experience includes advisory roles on insurance trade, regulation, and taxation for several organizations, including the OECD, the World Bank, the World Economic Forum, and the United Nations Conference on Trade and Development. He serves as a Research Fellow at Peking University and as a member of the Advisory Boards of the Center for Insurance Research at the Indian Institute of Management in Bangalore and the Singapore College of Insurance. He is past President of the American Risk and Insurance Association, past Vice President of the International Insurance Society, and the founder of the Asia-Pacific Risk and Insurance Association. He chairs the Scientific Advisory Committee to the Geneva Association. His paper (with John Cooke) evaluates the existing system of state insurance regulation in the U.S. in terms of its likely overall economic effect on the U.S. and foreign insurance markets. This evaluation encompasses cross-border and establishment trade in insurance services of domestic and foreign insurers and reinsurers.
