Richard D. Phillips, Ph.D., is Chairman and Professor in the Department of Risk Management and Insurance in the J. Mack Robinson College of Business at Georgia State University and holder of the Bruce A. Palmer Professorship. He is also a research associate in the Center for Risk Management and Insurance Research at Georgia State, a Fellow of the Wharton Financial Institutions Center and, during 2003, will be a Visiting Associate Professor at the Wharton School. Previously Dr. Phillips was a visiting scholar at the Federal Reserve Bank of Atlanta. Dr. Phillips' Ph.D. and M.S. degrees are in Managerial Science and Applied Economics from the Wharton School at the University of Pennsylvania. He graduated, with honors, from the University of Minnesota earning a B.S. in Mathematics.
Dr. Phillips' research interests lie at the intersection of finance theory and insurance economics. His published or forthcoming papers in academic and policy journals appear in the Journal of Risk and Insurance, the Journal of Financial Economics, the Journal of Financial Services Research, the Journal of Insurance Regulation, the Journal of Law and Economics, the North American Actuarial Journal, the Forum of the Casualty Actuarial Society, and the Federal Reserve Bank of Atlanta's Economic Review. He has also contributed scholarly articles in books published by the University of Chicago Press, Kluwer Academic Publishers, Risk Books, and the Brookings Institute. A number of organizations have presented him awards for his writings including the American Risk and Insurance Association, the Institute and Faculty of Actuaries (UK), the Casualty Actuarial Society, and the Northern Finance Association.
Professor Phillips is a member of the American Finance Association, the American Risk and Insurance Association, the Risk Theory Society, and the Financial Management Association. He has served as consultant to a number of leading insurance organizations including ING Group, Tillinghast, Aon Capital Markets, the Casualty Actuarial Society, and the Society of Actuaries. Dr. Phillips has also offered advice on the financing catastrophe losses via futures contracts to the U.S. Office of Management and Budget.
